Title
Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 3 with Halff Associates, Inc. for the Chisholm Valley Storm Drain Improvements-Area 3 Project.

Body
The City previously entered an Engineering Services Contract with Halff Associates, Inc. for the design of new proposed storm drain systems for the Chisholm Valley Area 3 Section. This area has a history of local drainage issues and flooding as identified by residents, property owners, and City staff.

The cost for the design of the proposed improvements has exceeded the amount previously established due to the additional time spent on the design for Sagebrush Drive. Additional effort was spent on Sagebrush Drive due to the unexpected amount of conflicts found in the area. The additional funds will be for the redesign of the storm sewer and new wastewater main on Sagebrush Drive.

The additional funds will also cover the cost of TCEQ and environmental permitting, bid phase services, and construction phase services, which were not included in the original scope. To meet TCEQ and environmental regulations required for the Edwards Aquifer Protection Program, the preparation and submittal of forms for permits such as the Water Pollution Abatement Plan (WPAP) and Organized Sewage Collection System Plan (SCS) will be completed. The bid phase and construction phase services are needed to continue the project after the design is completed.

Supplemental Contract No. 3 is to provide additional funding required for the storm and wastewater design on Sagebrush Drive, TCEQ permitting, environmental permitting, bid phase services, and construction phase services.

The current Engineering Services Contract provided for a maximum payment of $189,900. This Supplement Contract No. 3 is for $74,630 and will increase the total contract to a maximum of $264,530.
