In prior years, delays in certification of the City’s appraisal roll sometimes required delayed adoption of the City’s tax rate and budget. The City’s Charter requires that budget and tax ordinances can only be considered at regular meetings, not special called meetings; therefore, a third meeting was added to ensure timely adoption of tax and budget items.
With the passage of SB 2, Central Appraisal Districts may now issue a certified “estimated” appraisal roll on July 25 each year. This allows taxing entities such as the City to keep their normal tax rate hearing, notice and adoption process without potential delays. Therefore, the City no longer needs this 3rd regular meeting.
