Consider a resolution authorizing the Mayor to execute a Second Amendment to the Wastewater Service Agreement with the City of Leander.

 

Body

The City of Round Rock has been contractually loaning the City of Leander part of its wastewater treatment capacity since 2010.  The City of Leander has no capacity in the treatment system and purchased capacity in the collection system in 2010.  They then needed treatment capacity for the conveyed wastewater, and Round Rock was the only partner with available surplus treatment capacity .  The original agreement to treat up to 0.5 million gallons per day (MGD) was amended to allow Leander additional capacity of 1.5 MGD in 2016, and they are now in need of up to 2.0 MGD of wastewater treatment.  This Amendment No. 2 will increase their capacity from 1.5 MGD to 2.0 MGD.

Leander is acquiring 4.23 MGD of treatment capacity with their participation in the 10 MGD Expansion of the East Regional Wastewater Treatment Plant Project currently underway with an expected completion date in 2023.  After completion of this project, Leander will no longer need to contract with Round Rock for their treatment capacity and this wastewater service agreement will be terminated.
