Consider a resolution approving an amendment to the 2020-2021 Community Development Action Plan.

The CDBG Action Plan was previously adopted by Council by Resolution R-2020-0205 on July 23,2020. The plan that was previously adopted was for a CDBG grant in the amount of $675,500 but the U.S. Department of Housing and Urban Development has since requested that this action plan be revised to reflect a grant amount of $675,397. A letter was sent to the City notifying that HUD discovered some errors in their formula calculation stemming from issues at the HUD field offices in California which are currently being resolved. In the meantime they are requesting that we make the necessary changes to the plan to reflect the new allocation of $675,397. The difference of $103 dollars will be taken from the following projects:
Program Administration $135, 079.40 instead of $135,100 (-$20.60)
Public Services $101,309.55 instead of $101,325 (-$15.45)
Minor Home Repair $194,008.05 instead of $194,075 (-$66.95)
Program Administration and Public Services were reduced so not to go beyond 20% and 15% funding cap.
Because the changes are not more than a 25% decrease or increase in funding and because we are not adding or deleting a previously approved project, a substantial amendment was not triggered therefore public comment was not required.
