Consider an ordinance adopting the updated City of Round Rock Design and Construction Standards - Transportation Criteria Manual. (First Reading)*

In 2016, the Transportation Department engaged AECOM to complete a review and update of the Design and Construction Standards - Transportation Criteria Manual. The resulting document was a completely updated Transportation Criteria manual. Several sections of the previous document were expanded to give additional background and guidance.
Significant changes within the new DACS - Transportation Criteria manual include:
• Updates to the street sections to be consistent with the Transportation Master Plan (TMP)
• Updates to Traffic Impact Analysis due to implementation of Roadway Impact Fee
• Added bicycle information to be consistent with he TMP and Trails Master Plan
• Increased driveway spacing and separation based on roadway type and clarified how spacing was measured.
• Added signalization and street lighting to Section 6 - Traffic Engineering
• Changed requirement for retaining wall design from “any height” to “over three feet in height”
• Added sections on plan preparation and bus stops
• Changed the pavement design process and provided significant additional guidance.
• Updates to be consistent with TxDOT standard details and specifications where possible.
In June 2018, the City released the draft version of the document for public and industry review on the website and via the development newsletter. In addition, Staff worked with the ACEA and provided additional information to the Greater Austin Homebuilder’s Association to ensure they had opportunity to review and comment. Staff provided a presentation at ACEA’s Annual Symposium in 2019 and has worked with ACEA to address their comments. Staff recommends approval of the updated DACS - Transportation Criteria Manual.
