Title

Consider an ordinance amending Chapter 44, Section 44-34, Code of Ordinances (2018 Edition), providing an alternative method of measuring sanitary sewer service. (First Reading)*

Body

Currently, the citizens of Round Rock have their wastewater rates determined by their average winter water use, averaged during the months of December, January, and February of each fiscal year, or the actual monthly water consumption, whichever is less.  This methodology is used because water usage is typically the lowest for residents during the winter months, thus they receive a better wastewater average rate.

This ordinance is offering an alternative to residents and customers of Round Rock Utilities for determining their wastewater rates.  If they choose to, a customer can have a meter installed to accurately measure wastewater volume.  They can then apply with the City to have their rates determined by their actual wastewater volume usage in lieu of using their winter water average.

In situations where the monthly winter water average is not available, such as with a new customer, or a customer who does not use the City’s water system, wastewater rates will be determined by the latest City-wide winter average consumption of water per living unit equivalent.
