Consider a resolution approving a Second Amendment to the CDBG 2019-2023 Consolidated Plan and the CDBG Annual Action Plan to include additional CARES Act funding and authorizing the Mayor to execute the subsequent Funding/Approval Agreement with HUD.

Consider a resolution approving a Second Amendment to the CDBG 2019-2023 Consolidated Plan and the Annual Action Plan to include additional CARES Act funding.

 

This second amendment to the CDBG 2019-2023 Consolidated Plan and Action Plan proposes the following:

 

Addition of CDBG-CV 3 Funds (COVID) in the amount of $668,787 to include the following projects:

 

Public Services: $474,258 in Subsistence Payments for Rent/Mortgage for up to 3 months and Utilities (Water, Gas and Electric) for up to 6 months to assist those low-income residents affected by COVID-19. Proposing to serve up to 400 residents.

Public Services: $194,529 in Senior Services to provide wifi hotspots, tablets, accessories and up to two years data service so seniors can access the internet and other online resources.  Proposing to serve up to 60 seniors.

All public comment requirements have been met.  HUD gave the city a waiver that allowed public comment to be no less than 5 days.  Public comment period was from April 12, 2021 to April 21, 2021.
