Consider an ordinance amending Chapter 42, Section 42-192, Code of Ordinance (2018 Edition), by adding new one-way alleys. (Second Reading)

Chapter 42, Division 7. - One-Way streets and Alleys requires an ordinance to designate any one-way street or alley, so that it may signed and enforced for lawful traffic movement.
One-way alleys are created because constraints exist to prevent construction of the full section. Constraints typically include issues such as topography, environmental features, the potential for cut-through traffic, site distance at intersections or other engineering factors.
The alley between E. Liberty and E. Main, from Nelson Street and N. Georgetown Street, was constrained by a protected tree and existing development. The alley between E. Liberty and E. Main will be re-signed to east to west movement from Nelson Street to N. Georgetown Street. This will eliminate south to east turning movements into the alley from Georgetown Street and reduce delays on N. Georgetown Street and requiring turning movements out of the alley to yield to thru traffic on Georgetown Street.
The alley south of E. Main Street, from E. McNeil Road/S. Georgetown Street to S. Black Street was developed as a one-way alley from east to west to eliminate turn movements out of the alley onto E. McNeil Road/S. Georgetown Street just past the curve in the new McNeil extension to eliminate site distance issues.
