Title

Consider a resolution determining that N.G. Painting, LP provides the best value for the City for the South 81 Composite Elevated Tank Rehabilitation Project and authorizing the Mayor to execute a Standard Form of Agreement.

 

Body

Steel tanks require interior and exterior coating rehabilitation approximately every 15-20 years to protect the tank's integrity.  The City has set aside funding for an annual tank coating rehabilitation program.  Based on recent inspections, the City’s South 81 Elevated Storage Tank (EST) is due for rehabilitation. This tank was constructed in 2001 and has a capacity of 1,250,000 gallons. 

The rehabilitation work associated with the South 81 EST includes welding, sandblasting, interior and exterior recoating, and the addition of a new City logo. The EST will be out of service during rehabilitation.

This project was bid as a Competitive Sealed Proposal (CSP) due to the critical nature of the project and  construction timeline. The City opened 10 proposals on August 24, 2021 and the proposals were evaluated based on criteria outlined in the contract documents. The proposal evaluation included cost, the experience of the company, project team experience, past project experience with the City, and other criteria outlined in the project manual.

Based on the evaluation, N.G. Painting, LP submitted the third lowest bid and had the overall highest scoring proposal. N.G. Painting’s provides the greatest overall value to the City of Round Rock for $412,300.
