Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Williamson County regarding the location of water system improvements along Sam Bass Road.

The City of Round Rock’s 2015 Water Master Plan identified the need for a 48-inch water transmission main, known as Sam Bass I, and a 42-inch water transmission main, known as Sam Bass II. Sam Bass I extends along Sam Bass Road from FM 1431 to Tonkawa Trail, and Sam Bass II extends along Sam Bass Road from Tonkawa Trail to Wyoming Springs Drive. The total anticipated length of the alignment for Sam Bass I and II is approximately 14,000 linear feet.

On June 19, 2020, K Friese & Associates delivered the Preliminary Engineering Report (PER) for the proposed water transmission main. Based on the PER and the 2020 Water Master Plan, it was determined that the entire water transmission main could be sized as a 42-inch main.

Williamson County is currently under design for a roadway expansion of Sam Bass Road that aligns with the current project limits of the water main transmission main project. To minimize construction costs and impact on the local community, the City is proposing to construct the water transmission main with the Williamson County roadway project.

The presented Interlocal Agreement (ILA) with Williamson County formalized the agreement for joint bid and construction of the City of Round Rock water transmission main with the Williamson County roadway project. Under the terms of the ILA, Williamson County will construct the transmission main, with Round Rock paying for the construction based upon a pre-determined payment structure.
