Consider a resolution authorizing the Brushy Creek Regional Utility Authority to approve a Contract for Engineering Services with Walker Partners, LLC for the BCRUA Underwater Pipeline Replacement Project.

In December 2020, the Brushy Creek Regional Utility Authority (BCRUA) experienced a pipe failure on an existing 36-inch diameter ductile iron pipeline that extends from the floating barge along the bottom of the lake towards Trails End Road.  The failure in the pipeline has been repaired and is currently back in operation.  Due to a follow-up assessment, additional potential failure points were identified along the pipeline.  The BCRUA Operating Committee has determined that it is necessary to extend a parallel pipeline along a portion of the existing underwater 36-inch pipeline to ensure that the three Cities can reliably continue to receive water from the BCRUA Water Treatment Plant for the next five years until the Deep Water Intake project is complete.

 

The agreement includes design services for the Underwater Pipeline Replacement Project, including overall project management, design, agency and stakeholder coordination, land acquisition, and special services. Bidding and construction administration services will be addressed separately. The Project consists of final design of approximately 1,500 linear feet of parallel pipeline beginning at the Phase 1A underwater pipe manifold at the floating intake barge.  The total negotiated lump sum amount for this contract is $277,645.  Round Rock’s portion is 26.67% which equates to $74,047.92.  The BCRUA Board approved this contract at the January 26th board meeting.  The contract requires all three participating Cities to approve the contract because this project was not included in the fiscal year budget.
