Title

Consider a resolution authorizing the Mayor to execute an Engineering Services Contract with Freese and Nichols, Inc. for the Southeast Area 1 - Existing Conditions Drainage Assessment.

 

Body

City staff recommends contracting with Freese and Nichols, Inc. for a drainage assessment of the area located between East Palm Valley Boulevard and Louis Henna Boulevard. This area has a history of local drainage issues and flooding as identified by residents, property owners, and City staff. The local flooding is due to multiple factors that are not related to creek flooding.  

 

Local flooding is the term given to areas where flooding occurs due to problems with neighborhood drainage systems or a lack thereof. Creek flooding is commonly associated with the 100-year floodplain area. Local drainage systems often include pipes, curb inlets, manholes, roadside ditches, etc. These systems are intended to convey stormwater runoff to the creeks. Some of these neighborhoods were built prior to, or under older engineering criteria. Flooding occurs when runoff overloads the drainage infrastructure and flows into the streets and low-lying areas inundating yards, homes, and businesses. These issues can create traffic hazards and can cause property damage. Localized flooding can result from even minor storms.

 

Freese and Nichols, Inc. will identify and quantify local flooding to determine the level of service provided by the existing drainage infrastructure and provide inundation maps for the area. City staff recommends executing a professional engineering services agreement with Freese and Nichols for performing this drainage analysis and assessment.
