Consider a resolution authorizing the Brushy Creek Regional Utility Authority (BCRUA) to approve a contract with Thalle Construction Co., Inc. and SAK Construction, LLC Joint Venture for the BCRUA Phase 2 Raw Water Delivery System Project.

The Brushy Creek Regional Utility Authority (BCRUA), in partnership with the Cities of Cedar Park, Leander, and Round Rock, is recommending the award of this construction contract for the Phase 2 Deep Water Intake at Lake Travis along with a raw water tunnel and pump station. Proposals were opened for this project on March 22, 2022. Five responsive, competitive sealed proposals were submitted by:
· Thalle/SAK Joint Venture (Thalle/SAK) of Alvarado, TX
· Southland Contracting, LLC (Southland) of Grapevine, TX
· Obayashi/Dragados JV (Obayashi/Dragados) of Burlingame, CA
· Granite Construction Company (Granite) of Northbrook, IL
· Barnard Construction Company, Inc. (Barnard) of Bozeman, MT
· Clark Construction Group, LLC (Atkinson Clark) of Bethesda, MD.
The proposals were evaluated and ranked based on the following selection criteria:
· 15% for Proposer Team Structure and Organizational Information
· 20% for Proposer Qualifications and Experience
· 15% for Project Approach
· 50% for Cost Proposal
Total Proposal prices inclusive of Base Proposal, Additive Alternate Proposal, and Alternate Proposal Items range from $224,786,835 to $359,086,209 as recorded in the enclosed Certified Negotiated Proposal Tabulation.
Based on evaluation of the proposals by the Operations Committee (OC) and the recommendation of our design engineer, Walker Partners/Freese and Nichols JV, the highest ranked proposer offering the best value as determined by the selection criteria and ranking assessment is Thalle/SAK Joint Venture.
The total Base Proposal amount including Allowances proposed by Thalle/SAK is $215,499.610. The proposal includes 14 Additive Alternate Proposal Items. After considering these items, the OC recommends...
