Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Williamson County Emergency Services District No. 9 for Fire Protection and Emergency Services.

This item revises the City's existing interlocal agreement with Williamson County Emergency Services District No. 9 (ESD). The City of Round Rock provides fire services to approximately 85% of the ESD's service area. The current agreement calls for the City to receive 9 cents of the ESD’s 10 cent tax rate revenues as compensation. The intent of that arrangement was for the City to receive 90% of the property tax revenues collected in the area served by the City. However, the sudden rise in property values dropped the ESD’s maximum tax rate to 9.4 cents in 2022 under state property tax laws.
To accommodate the change in conditions, City staff and the ESD have agreed to adjust the agreement to recognize the underlying intent of the 90% without referring to the actual tax rate. The revised agreement also shifts the payments from 4 installments over 4 quarters to 3 installments over the 3 periods to accommodate the timing of when the ESD actually receives those property tax revenues.
There are no other changes to the agreement.
