Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Brushy Creek Regional Utility Authority regarding water treatment plant superintendent and operator services.

The Brushy Creek Regional Utility Authority (BCRUA) requires the services of a skilled and experienced Treatment Plant Superintendent as well as several Treatment Plant Operators. Since the inception of the BCRUA water treatment and delivery system, the BCRUA operating staff have been part of the City of Leander employment system. However, the General Manager has been part of the City of Round Rock employment system. The BCRUA Operations Committee has determined it is time to transfer the operational employees from the City of Leander employment system to the City of Round Rock employment system so that they can be supervised by the General Manager and therefore be under the same City’s payroll and benefits system.
The purpose of this Interlocal Agreement between the BCRUA and the City of Round Rock is to set forth the terms and conditions under which the City of Round Rock will employ the operations staff. The employees will transfer from Leander to Round Rock effective April 16, 2023.
