Consider a resolution authorizing the Mayor to execute a Professional Consulting Services Agreement with Grantworks, Inc. for administration services for American Rescue Plan Act programs.

 

Body

The City was allocated $16.4M of American Rescue Plan Act (ARPA) funds directly and is a subrecipient of $14M from Williamson County for use in a co-sponsored water line project with the City of Georgetown.  Brushy Creek Regional Water Authority (BCRUA) is a subrecipient from Williamson County for $5M, of which the City of Round Rock is a member.  These ARPA funds have strict expenditure and reporting rules and must be fully spent or encumbered by December 31, 2024, and fully spent by December 31, 2026.

While a portion has been spent and reported, a great deal remains to be administered for specific project programming.  A Request For Proposal (RFP) was issued to obtain an administration oversight consultant that could provide the required compliance guidance as well as support for the resulting reporting.

Grantworks, Inc. was selected as the consultant that best fits the needs of the City.  The contract spans the ARPA  is for 5 years with a not to exceed amount of $491,350 and is an eligible cost for ARPA funding.  The contract term covers the entire spending calendar of the ARPA funds.
