Title

Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with Kimley-Horn and Associates, Inc. for the Transportation DACS revisions for TMP/RIF Updates Project. 

 

Body

This request is for the approval of a professional services contract with Kimley-Horn Associates to initiate revisions to the Transportation Criteria Manual of the General Guidelines Design and Construction Standards (DACS).

 

With the update to the Transportation Master Plan (TMP) coming to a conclusion and the adoption of the Roadway Impact Fees first adopted in 2019 with an update by April 2024, the Transportation Criteria Manual last updated in 2018 will require revisions.

 

Major areas of focus will be street standards related to the MU-G zoning district, street cross sections based on the TMP update, street standards for Collector level roadways as defined in the TMP Update and the relationship of traffic impact analysis, driveway analysis and roadway impact fees.

 

This  will also give the City the opportunity to review the standard construction details and their functionality across new guidelines for digital submittal for development applications.

 

This is Phase 1 of the revision process, covering the diagnostic review of the existing DACS at an estimated cost of $49,465.

 

Phase 2 will follow with the work plan to complete the DACS update. The two phased approach is intended to avoid the need for protracted review, scope revisions and adoption issues found in other communities during recent code amendment processes.
