Consider a resolution authorizing the Mayor to execute a Second Amended and Restated Refuse Collection Contract with Central Texas Refuse, LLC.

Central Texas Refuse (CTR) has collected and disposed of solid waste in the City of Round Rock for over 30 years. The Refuse Collection Contract with CTR has been amended several times since the execution for the original agreement, including the addition of recycling services, the Downtown Commercial District, and Commercial solid waste and recycling services. In 2021, the City and CTR entered into the current Amended and Restated Refuse Collection Contract.
The City and CTR now desire to enter into a Second Amended and Restated Refuse Collection Contract setting forth new terms and conditions for the collection, delivery and disposal of solid waste materials for residential customers, City facilities, the Downtown Commercial District, and all other commercial and industrial customers within the City. This Second Amended and Restated Refuse Collection Contract updates how the Residential Service rates and the Downtown Commercial District rates are calculated for any future proposed rate increases, as well as bringing the Downtown Commercial District Rates in line with the new Commercial Solid Waste service rates throughout the City that were adopted in 2021.
