The Brushy Creek Regional Wastewater System (BCRWWS) East Treatment Plant Expansion to 30 Million gallons per day (MGD) is a regional project with Round Rock along with the other owners of the regional system, Austin and Cedar Park. Leander is buying into the treatment ownership with their participation in this project. The percentage participation by each City is shown below. Substantial completion of the expansion project is expected to be completed in approximately August 2023.

This Change Order No. 3 for the BCRWWS East Treatment Plant Expansion to 30 MGD provides a myriad of plant improvements which includes an improved treatment process among others. The process change allows the plant to more reliably achieve the potentially more stringent permit limits currently under review with the TCEQ. The project also adds improved headworks and odor control. Thalle Construction was awarded the contract by City Council on April 9, 2020 and work started June 1, 2020.

This change order has several items, the biggest of which are the cost to add additional cranes for maintenance of the static mixers, replacement of 10 check valves in the return activated sludge and waste activated sludge (RAS and WAS) pump station, and repair of one plant lift station pump. There are 14 other smaller changes. This change order also adds 34 calendar days to the contract time of 1,056 calendar days bringing the total contract time to 1,090 calendar days.
